Following the results of discussion, the Committee members concluded that legislative settlement of the suggested initiative pertains to the authority of the Parliament.

The bill (Reg.No.10551) suggests
amending article 31 of the current Law stipulating that the heads of state
local administrations agree on the appointment of heads of territorial bodies
of ministries and other central bodies of executive power apart from the heads
of territorial bodies of Ministry of Internal Affairs, Antimonopoly Committee, and
central bodies of executive power implementing state policy in the sphere of statistics
and state financial control.
